2 Liaisons
2.1 Cooperation with JTC1/SC2/WG2 (meeting the same week)
TC304 cooperation with SC2/WG2 is handled by TC304/WG3, which can use some of the WG2 work, e.g. P11 as a basis for adding characters to 10646. The cultural registry (P2.1) is also relevant, because it can register subsets of 10646.
2.2 JTC1/SC22/WG20
The latest draft WG20 Guidelines for preparation of programming language standards (N566) was noted.
Keld Simonsen reported that the WG20 NP for API on internationalization failed in JTC1 because only 4 of the P-members wanted to participate. Even some of the countries participating in the MAITS project did not want to participate in this work item. If ISO fails to start this work, TC304 might want to take it over, but in that case it is a matter for the next meeting.

Documents N517, KT03 and KT04 from WG20 were discussed and RESOLUTION 1 was taken, asking TC304 to produce a cooperation report for WG20.
AI9604-03 Keld Simonsen and Þorvarður Kári Ólafsson to draft a complete liaison document regarding WG20 for the TC304 meeting next week.
WG2 welcomes the WG20 support (in resolution 5) for ENV 12005 becoming an international standard. WG2 prefers to the fast track to be used and invites DS to initiate the fast track. This is reflected in RESLOUTION 2.
3 Ongoing Work
3.1 TC304 Project 2
P2.1 Registration ENV for cultural elements (editor: Keld Simonsen)
ENV 12005 has been sent to CEN/CS for publication, the disposition of comments is in N567. Copies of the final ENV text will be made available during the week, but the TC-secretariat is reluctant to distribute it as an official TC-document.

P2.2 TR for Cultural Elements (editor: Keld Simonsen)
Draft can be expected by next meeting. Issues list N448 is actually the minutes of the Stockholm meeting. The name of the editor should be corrected in N570.
3.2 Registration Authority and national locales
WG2 notes that DKUUG has been formally appointed as RA (N562). No entries received so far, but Ísland and Éire are preparing national standards on locales. Danmark, Slovenija and Hellas are preparing national specifications, but not as National standards. Þorvarður Kári Ólafsson highligted the problem of writing dates in all numeric form, national conventions are not acccording to EN ISO 8601. TC304 has decided to register the MES and EES as repertoiremaps, but the secretariat needs assistance in submitting such a registration.

3.3 TC304 Project 11: Character repertoires for natural languages

The draft N510 was presented in Barcelona. It is still for comment.
Comments given at the meeting:
Borka Jerman-Blazic: Some of the Central/Eastern European languages need to be corrected.
Keld Simonsen: What are the levels of specification?
Michael Everson: The letters not belonging to language proper are in parentheses, see Maltese for example.
Evangelos Melagrakis: Will we include characters outside 10646?
Everybody: Yes.
Evangelos Melagrakis: This should then be stated specifically.
Michael Everson: Annex D will consist of a mapping to 10646 level-1 code points, and in the case the letters are not in 10646, a proposed character name. This was decided in Barcelona.
Evangelos Melagrakis: All Cyrillic characters should be included in 10646 as precomposed characters, but you should allow composition to enable level-2 implementations, like in telematics.
Borka Jerman-Blazic: This is a coding issue and has nothing to do with P11.
Conclusion: Comments are still invited to draft N510 on Project 11.
Documents N560 and N569 about new language codes were discussed. Evangelos Melagrakis raised a procedural question about this submission to ISO/TC37.
WG2 notes that TC304 has not yet decided to submit the proposal, but it will be asked to do so next week, including the additions agreed today.
The N569 proposal for changes to the Norwegian codes were accepted.
The Swedish Email proposal to have 5 codes for Sami languages was accepted.
The Greek proposal to delete Coptic for the time being was accepted. Codes for Coptic and Tsakonikan will be proposed if and when official information is received on these languages.

4.1 Response to BTS7 comments on new work item proposals (N556)
P2.1 NWI revision of ENV 12005 (N534)
P17 European default locale (N537)
WG2 decided to take the same approach as WG3 to the BTS7 resolution, by adding more substance to the NWI proposals.

Examine other proposals
Keyboards were discussed, see N513. The transposition of 9995 is up to TC304. Greece has a problem with the new 9995. BTS7 has decided to make any transpositions difficult, so without strong justification WG2 can do nothing.

The next meeting will be on 12 September in Vienna. A joint meeting with JTC1/SC22/WG20 is on 11 September. The next meeting after that is probably during the proposed TC304-week in London at the end of January 1997.
