1 Opening of the meeting
The convenor of WG2, Jürgen Bettels, welcomed the participants and opened the meeting. He apologized being absent from the 2 previous meetings, due to force majeure.

3 Selection of Chair and secretary
Jürgen Bettels is selected chair of the meeting and Keld Simonsen is selected secretary of the meeting.
4 Adoption of the agenda and identification of papers to the agenda
The agenda was adopted as presented in this report.
The following documents were identified and allocated to agenda items: N368 for 4 N346 for 5 N346 for 6 N371, N339, N359, N360 for 7 WG2 BR1 for 8 N358 for 10
5 Confirmation of minutes of the 5th meeting (N346R) The minutes of the last meeting were adopted.
6 Review of action items from the fourth meeting and review of homework
1 Report to TC 304: The minutes of last meeting were adopted exept one item: the following change was proposed, to be discussed by TC 304: 4.1.2: it should read after the colon: "an ENV covering the registration of cultural requirements and a TR containing a collection of cultural elements". Status: it was done at the TC plenary. closed.
2 item 3 of last meeting: Michael Everson: Glyph presentations to be provided. Status 941129: in beta test.
3 item 5 of last meeting: removal of inconsistencies in N 248: still open, but NR 45 is available. Closed by appearance of new draft.
4 item 6 of last meeting: language selection for P11: is an open issue. Status 94-11-29: open, proposal in WG2 BR1.
5 item 10 of last meeting: open, should be investigated, what it was.
6 The P 2.1 project editor is asked to prepare a draft informative annex explaining 6.2 (page 8/9) as a guideline for users. A note to the INSTA report is provided, and examples given in an annex. According to later discussion, still open.
7 Michael Everson to provide Informative annexes including examples of filled in forms both in POSIX and in natural language. Done in N371. closed.
8 Action item on the members on how to collect narrative information in electronic form. Paper form allowed. closed.
9 on Þorvarður Kári Ólafsson: from last meeting: are JTC 1 members allowed to be sponsoring authorities? 94-11-29 Answer: yes, according to interpretation of current CEN rules. Closed.
10 from last meeting: appeal procedures. Status 94-11-29: Greece, who brought up the issue, considers that there are no further problems. Closed.
11 POSIX registration examples still needed. Done in N371. Closed.
12 JTC1/SC22/WG20 naming, "cultural elements" vs. "cultural conventions": still open, should be resolved at the latest at the time of publication of the ENV. Open.
13 Action item on the members on how to collect narrative information in electronic form. Same as 8. Closed.
14 Action item on keld Simonsen and Michael Everson for proposing a registration identification scheme. Done. Closed.
15 Action item on Michael Everson for editorial clarification of the text and on everybody to make suggestions. Done. Closed.
16 Action item on Keld Simonsen and Michael Everson to collect corrections of POSIX specification, eg Finnish monetary space convention, and submit them to appropriate committees. open.

7 Projects 2 Registration ENV for cultural elements (2.1) and TR for Cultural elements (2.2) (Editor: Keld Simonsen)
N371 is the draft sent out for TC enquiry.
The editor stated that 2 outstanding issues were resolved, the submission of Narrative Cultural Specification can be submitted on paper, and the token naming issue was enhanced by submissions from Michael Everson and Keld Simonsen.
Some discussions on Sponsoring authorities. It was agreed that TC304 should only have responsibilities for registrations for the European region as a whole.
Keld Simonsen will provide a draft of an informative annex on 6.2 Narrative Cultural Specifications clauses.
N339 and N359 are contributions to the TR.
The common understanding of the ENV and the TR is that the ENV will only contain items that are from member bodies covering their territories, or Europe as a whole as provided by TC304. The TR will contain information which is not available in the registry.
N360 is asking of ways to refer cultural elements. CEN does not have OIDs. We need to have OIDs end of January 1995, to write it in the ENV, and ask the TC304 secretariat to check with CEN to provide a CEN OID by 1994-01-15 via BSI ISO 6523 registry, failing that action the TC304 secretary should send a request to EWOS, with copy to Chris Makemson. AI9411-2.
The OID specification should be added in a normative annex to the ENV. AI9411-3.
8 TC304 Project 11: Character repertoires for natural languages (editor: Michael Everson)
The editor went through the issues list, which was distributed on email.
It was agreed that the current geopolitical definition will be replaced by a geographical and language definition. The current geopolitical information will be moved to an annex.
It was agreed that non-European languages will have a note saying so (Greenlandic etc).
The grouping of languages is OK, an alphabetic ordered annex will be provided.
The editor will remove "sorting order" and "default Latin" and "default Cyrillic" entries occuring on page 11 of WG2 BR1.
The editor will add a section on 10646 character references.
Names of languages was discussed. It was agreed to have both English and native form names. A small group of Michael Everson, Gerhard Budin and Klaas Ruppel will provide input prior to the next meeting.
Some more information on Coptic and Tsakonian use in Europe will be provided by Evangelos Melagrakis to Michael Everson.
The editor will provide a new draft for the next meeting.
WG2 will make a suggestion for new ISO 639 2-letter codes to TC37/SC2/WG1

10 Liaison reports
Keld Simonsen reports from JTC1/SC22/WG15 and WG20. COBOL and SQL need ways to refer to the registry. Chris Makemson and Jürgen Bettels promised to provide examples of OID definitions to Keld Simonsen.
On liaison with X/Open: They really need a official liaison, and Keld Simonsen was asked to do negotiations with X/Open.

4 to 5 hours at the next meeting week, possibly the same day as WG4.
