Justification: National cultural conventions are a major and important task to undertake for National Standards Bodies (NSBs). To provide default and guidelines for European NSBs, a European locale should be developed. NSBs can then concentrate on those aspects which are undeniably national and leaving the rest to follow the "European culture". A European locale is also needed by the institutions of the EU.
